Welcome to the memorial page for Joseph Franklin "Frank" Noffsinger August 23, 1925 ~ November 27, 2010 (age 85) 85 Years Old Joseph (Frank) Noffsinger, 85, of Elkhart passed away on Saturday, November 27, 2010 at Elkhart General Hospital. Mr. Noffsinger is survived by his son, Joseph Paul Noffsinger of Houston, TX, Step-daughter, Jannell Yrineo Aurora, CO., six grandchildren and five great grandchildren survive as well. Also surviving are his brothers, Richard E., James W. (Carmeline) and John E. Noffsinger all of Elkhart and his sisters Josephine F. Jones of Novato, CA and Delores J. Freeby of Rocklin, CA. One sister, Jeannine Cullen preceded him in death. Frank was born and raised in Elkhart and attended Elkhart High School, class of ’44. He started working at an early age, employed by a local bakery, then at Borneman & Son’s Hardware. Early in his career developed a deep appreciation of honesty, trade, and the experience needed to later start his own business. Frank joined the Seabees in October 1943, serving at Pearl Harbor in the Naval Advanced Base Construction Battalion, and later in Washington D.C. After being honorably discharged in May, 1946 he returned to Elkhart and to Borneman Hardware. He assisted in the beginning of several upstart businesses that would help define Elkhart’s identity, including Coachman and Skyline Industries. In 1953, Frank started Elkhart Camera Center after seeing the need for a progressive and full service supplier of photography to the Elkhart area. Elkhart Camera Center would prosper and become the largest retailer for 100 miles until his retirement 47 years later in the year 2000. In that time he was a pioneer, innovator, and was named Photo Retailer of the Year by the Eastman Kodak Co.

Elkhart County, Indiana (August 31, 2022) – A high-tech camera has been installed at the construction site of Elkhart County’s new Consolidated Courts campus so that local citizens can view how the new campus is taking shape. “We’re excited that the camera will show residents the progress happening at their new County Courts campus,” said Suzie Weirick, President of Elkhart County Commissioners. Merging the County’s two older court facilities into one centralized, digitally sophisticated campus has been in the works for over two decades. The project began in earnest several years ago when the search for a central location convenient to citizens from every city and town in the County began. “For citizens to see that it’s actually happening after all these years is important,” added Weirick. “It’s been a long time coming, but we’re finally on our way to getting this done. The location, modernization, and efficiency of this new campus will serve local residents well for the next 100 years.” The camera, which updates with a fresh image every fifteen seconds, is available for viewing 24 hours a day at www.SmartCourtsProject.com. The project is expected to be completed early in the fall of 2024.
